Why am I getting a 403 message when I click on an email link?

The link leads to a message saying: 


"403: Forbidden

You do not have access to the requested resource."


If you do not have permission to view a request, you will receive this message. Speak to your administrator about gaining access or editing the email template to change this part of the message. It is possible that your administrator has changed your access to a user's request details.
